(Also, in that world, if such surrogacy takes off, can you imagine the stigma that might arise against women who still chose to conceive and carry naturally? And among the wealthier of that faction, those that in return, would consider themselves superior and more 'real' mothers than those that chose surrogacy. Behold! Technology!: it changed nothing. :|)
